Оценка недвижимости представляет значительный общественный интерес, однако ее официальная доктрина — основанная на мнениях о рыночной стоимости в прошлых и нынешних условиях — находится во все более растущем противоречии с тем, как результаты оценки фактически используются в современных финансовых механизмах. В данной статье эта проблема раскрывается в пяти этапах, каждый из которых сопровождается явной, доступной для запросов базой знаний на языке Prolog: первые два этапа определяют социальные и экономические функции, которые выполняет оценка; третий определяет её основной конечный продукт — оценку рыночной стоимости; а четвёртый исследует временную и методологическую ориентацию оценки по отношению к количественному и финансовому прогнозированию, а также регуляторную границу, разделяющую их. Все это сходится к центральному утверждению пятого этапа: в ипотечном кредитовании рыночная стоимость, масштабированная по отношению кредита к стоимости, функционирует в качестве неявного прокси-показателя будущей стоимости при обращении взыскания — это перспективное использование, которое доктрина «текущей стоимости» не признает. Многие оценщики, не осознавая этой роли оценки залога, не относятся к рыночной стоимости с той осторожностью в отношении будущих тенденций стоимости, которую она заслуживает — эта проблема и является предметом данного исследования, призванного привлечь внимание к ней и стимулировать дальнейшие исследования.
