摘要

房地产估价事关重大公共利益,但其官方理论——以过去与当前条件下的市场价值意见为核心——与估价产品在当代金融流程中的实际用途之间的张力正日益加剧。本文分五个阶段构建这一论证,每个阶段均配有明确、可查询的 Prolog 知识库:前两个阶段确立估价所承担的社会与经济功能;第三个阶段指出其主要最终产品——市场价值意见;第四个阶段考察估价相对于量化预测与金融预测的时间取向和方法论取向,以及将两者分隔开来的监管边界。这些内容汇聚为第五个阶段的核心主张:在抵押贷款中,按贷款价值比折算的市场价值实际上充当着未来止赎价值的隐性替代指标——这是一种面向未来的用途,而现值理论并不予以承认。许多估价师并未意识到这一抵押品估值角色,因而未能以应有的审慎态度对待市场价值的未来走势——本文旨在揭示这一问题,并欢迎后续研究。
